A past continuous tense describes an action going on at some time in the past.

To form the past continuous tense, we add -ing to the end of the main verb and add the auxiliary verb to be - was, were (conjugated or form changed) before it.

Subject Auxiliary or Helping Verb (be)
I was
You (singular/ plural) were
He / She / It was
We were
They were

They were running towards you.

In the sentence above, “running” was a continuous action at some time in the past.

The subject of this sentence is They (third person plural), so we will use the verb were with the -ing form of the main verb run, added after it.
