Determiners are used to modify a noun. This function is generally performed by articles, demonstratives, and quantifiers.
 

Quantifiers are words that answer two simple questions: How many things? or How much of something?

Quantifiers are always followed by the noun they modify.
 

I need some milk. [How much?]
My brother has got many friends. [How many?]
